: It is less work if this information is described in source-code, because then no code to load the information from the disk is required.
The important thing is that a separate data file doesn't need recompilation, only editing. Having to re-code the c-evo rules in each ai is evil.

My ai:s (AIAI - long forgotten) read a lot of settings from a config file just because I didn't know which values were best. Then I just set up two of them with different configs to fight each other a couple of times to see what was best. No need for recompilation, no need to have spearate version of the developing ai source code.
Personalities of ai:s can be interesting if there really *is* more than one (major) strategy to win.
