gain of what?^^ i assume science
I expected, if I call city_optimizeTiles with rwMaxGrowth/rwMaxProd the gain should be food/prooduction
if it's science, I can verify:
i lost science with more workers/luxury
but not in all cases! (book on the way)
if the city has university (maybe library's enough) science would be higher..
I found a workaround:
Before optimizing my cities, i set luxRate to 100%.
all possible tiles are exploited -> better growth & production (at least I hope so^^)
