evo104 (and capitalAI)

Capital AI determines the optimal luxury each turn; I did not make an exeption for anarchy turns; but in a loop to determine it the server call sets the tax rate to 0 (during anarchy in 104).
The loop:
"increase CityReport.LuxRate;
call sGetCityReport with CityReport"
never ends (with enough people happy or LuxRate ==100)

Just wondering/send warning
- Why this internal change
- Could other AI developers have this problem
