: The next version will be named 1.0 in order to indicate that these are the last changes to the rules of the game.

Here are some more last-minute suggestions for minor rule changes:

- longboats are too strong, there is hardly any incentive to research different ship models early in the game, even on large maps with lots of water. Reduce their transport capacity to 1 unit, and/or reduce their speed

- making friendly diplomatic contact is very difficult on low-landmass maps (30% land or lower) because it effectively requires moving a military unit into enemy territory. Allow diplomatic contact after a ship (but maybe not longboat) has moved adjacent to an enemy city

- make serial capture of empty cities which are connect by railroads harder: give a maybe 20% health damage to the capturing unit, or let a city capture use up all remaining movement points

- related to that: reduce the Shinkansen Express advantage to 2x or 3x normal railroad speed

- disallow breaking diplomatic treaties (cease fire, peace) for 1-2 turns after they have been signed. This will allow players/AIs to demand/make more concessions when faced with tactical threats

- introduce an additional attitude beyond icy and hostile: hatred.
