Hi!

The next version will be named 1.0 in order to indicate that these are the last changes to the rules of the game. The proud version number doesn't mean the game is complete, as far as the AI is concerned. The Standard AI still needs a lot of work to be done, I'm aware of this.

I have focused on the rule changes for this first step. I tried to refrain from changes that make existing AIs incompatible or play much worse. The changes include:

- Engineers are resistant to hostile terrain.
- Settlers work in the end of the turn instead of the beginning, so they always remain responsive, e.g. when enemy forces are approaching. (This one change does not apply to AIs that state to be made for version 0.14, to keep them compatible.)
- All wonders expire later.
- Effect of Great Library modified.
- Effect of university, research lab and bank reduced.
- Effect of nano and computing tech reduced.
- Research cost formula: The number *n* is no longer increased when trading technologies, because this caused the trading to be mainly a temporary benefit and almost worthless in the end.
- Fanatics are no longer effective in republic, democracy and future society.
- Production handicap for highest level is +25% instead of +33% (results in rounder city improvement costs).
- Simplified anarchy (no city food calculation).


Other changes already implemented:

- Long-range movement is not automatically executed in the turn beginning. Instead, you have to order each unit individually to continue (menu command "Go On").
- Some modification to the terrain types. These changes are superficial only, the internal codes and resource values remain the same.
