Impact of new rules on strategy

The new rules decrease the power of big cities and therefore forces players to build more cities. This moves strategy further left.

A left-wing strategy is very expansionary. (SETI, Civ-seed)
A right-wing strategy is not very expansionary. (Capital AI, Standard AI, KiAI)

So in the beggining, I think everyone does more or less the same thing, meaning building settlers to fill up the continent. The strategic dividing line comes later, meaning the most exciting part happens in the early modern era, where there is a lot of very important techs. We might also see an "Age of Empires" followed by World War One when the major powers do have colonies.
