bugs regarding spies

Using spies, I stumbed over the following unexpected effects: (in 0.14)
1/bug?!
A spy does not investigate adjacent tiles when unloaded from a transport(to same tile), but does so when moved out of a transport (to adjacent tile).
2/bug?!
Third party knowledge is not aquired if only (new) military information is available. If new state information is available however, new state and (possibly) new military information is gained.
3/feature?!
a spy can enter territory of nations is has a peace treaty with (but not do covert operations), and thus block tiles ('siege' the city while at peace); a powerfull option since it cannot be expelled (if not allied)
