snapshot version: delayed terrain improvements

I do like the new feature, but hopefully there is a way to force settler action anytime in a turn. My AI very much depends on doing it. Without that possibility my AI is severely impacted.

Suggested solution:

Do a new job immediately, do continuing jobs (from earlier turns) at the end of the turn.

To force an immediate job execution of a continuing job,
cancel the job and restart the job or introduce a new "force execute" command for settlers.

Up to this time I used to cancel all jobs of settlers that where open to enemy action next turn. Doing so, however,
also cancelled the work-type logos of the settlers on the
world map, which was not so nice.

Therefore I do welcome the change, but only as long as I can force immediate job execution.
