The terrain improvements are delayed to the end of the turn. As far as I know, this is supposed to be an interface improvement, but not a rules change. Due to this change the rules are more restrictive and less clear however.
- units cannot do things after an improvement is finished. Irrigate and move; pillage two tiles in one turn etc.
- units cannot use roads in the turn they are finished (as in the SETI “railroad expansion”)
- production of new build towns cannot be set the first turn, all towns produce trade goods that turn.
- The turn mines etc are finished, they can be used, but they are not shown finished at the end of the players turn (press end of turn; then the improvements are finished; then the city production is calculated)
I would like to suggest the following to remedy this.
The end of turn button is a “apply all improvements” button when there are delayed improvements (alternatively, it could be “apply all delayed actions” (i.e. could include movement orders) )
In addition it would be more user friendly to apply terrain improvement commands immediately, the turn they are issued (just like movement). This would allow the use of new build roads and the utilization of leftover MP without having to press “apply all improvements” repeatedly.
