Civil disorder never stops - help

: when you capture a city, you have too wait it get under control. : : then you can start building, BUT when under control a city always get in civil disorder if all citizen are working. : : click on the city and watch the citizens at the top: : - if yellow, it is a happy worker : - if red, unhappy : - if blue: the citizen does not work : : reds must be less than half of the total (you have to count!). otherwise you get civil disorders. : : in the window of the city, you can click cases to choose those which are exploited by citizens: disactivate one or many of them in case of civil disorder. note that once you have built your town house after captured, more citizens can work. : : I hope you understand my english. : I played many games before understanding this part of the game, and how to chose the land work in a city!
