: Can anyone help to explain why this is happening? I have taken over cities in the past and they convert properly after 3 turns, so I must be doing somthing wrong. Any suggestions?

I'm guessing that you may have to balance out the work on the tiles, those citizens may be poorly arranged after the attack, after Captured 3 turns balance out the tiles and sell off some useless buildings perhaps. =)
