Civil disorder never stops - help

Hi,

I have been learning this game recently. It's a very interesting concept. I have even read the manual (and think I even understand a lot of it)!

I was playing a game recently and captured a large (10) enemy city. The manual says that a captured city will be in disorder for 3 turns. It also says that any city with more than 50% unhappy citizens will be in disorder. As far as I can tell, these are the only references to cities in disorder (aside from anarchy during government change).

My problem is that when I take this city over it stays in disorder for ever (50+ years). Less than 50% of the citizens are unhappy. My government form is Monarchy (not sure if that matters). I tried placing many City Guards (8) (and other military units) into the city but that had no effect. I tried increasing the luxury rate very high and that had no effect either.

Can anyone help to explain why this is happening? I have taken over cities in the past and they convert properly after 3 turns, so I must be doing somthing wrong. Any suggestions?
