This works well for capital cities that are coastal. I found that out by playing a game using this strategy. I still believe Newton's College is more important than engineers. But building the Colossus or observatory before getting theory of gravity does not seem worth it. For cities with more material and less super-trade tiles, I believe it is better to stay with despotism and town guards, which do not take trade like luxury, and going for philosophy which includes trade. I can probably build freights to complete newton's college faster.

No. Newton's College is the second most important wonder in the game. Getting it first helps you get the first most important wonder in the game: The Shinkansen Express.
