I finally realized that Newton's College is not worth building for a scientific nation. If for nothing else, the material used to build it is better spent on trading goods, which pays improvement keepup for a long time. I got high tax rates after I built it. The wonder is good only for expansionist AIs like SETI, which seems to have a lot of material to spare, as it builds lots of wonders.
So I've devised something else:

(after building two town guards, builds two defensive units, then two settlers, more defensive units and maybe some offensive ones, then two more settlers. 4 settlers are to build two cities. One improves the terrain while the other does so and settles down. Then one gets added into each city. Each of these cities are to have atleast three irrigated plains, so it gets a start much like the capital. The first settler helps a lot since it does not need any support. The first thing to be built is a temple. Then builds granary and a settler to improve its own terrain. These cities are to provide production cover while the capital builds the observatory. Not adding settlers will not make the new cities big enough when they need to be.)

Communism is indeed best. It is more flexible and it can produce more trade goods to compensate for its lack of trade. But it does tie down a lot of enginners due to high pollution...
