SETI bugs

Hi Frank,
SETI quite often crashes:
About 1 out of ten instances, SETI AI does not move any settler (perhaps it has not found a good enough city site?!). Start a supervisor game with 14 SETI AI's, run it for about 80 turns and almost always a few instances of the AI don't develop.
also:
Quite often some SETI instances cause invalid deactivations after getting a saved file. (or is this the same bug?!

Note on tactics: I have a game where I destroyed two units in the capital, and then the third and last unit decided too flee to a nearby city, so I could take the capital. OK, it coud not know that my offensive unit was almost destroyed because it was protected by a defensive one; but is this intended strategy? did it decide to protect the other city because it was bigger (then perhaps you should give a greater weight to the capital). I can send the game; interested?!
