Knowing how really complex it is to actually make these mods from scratch, your utility program might come handy to those interested in doing new nations.
Trouble is, for me at least, it seems that this comes in a little tooooo late since the XWorlds package is already well into and beyond draft stages.
I'd be curious though as to how you will handle all of that stuff and probably (or almost... ;)) automate some aspects of tribe design. It should be quite a ride within intuitive coding -- for such a purpose, anyway.
Have fun, it's worth it, i guess.
PS: I've noticed a new section in the manual of the snapshot version for 1.0 which states that a sort of "tutorial" program will be able to be coded by players to help others. I can't seem to recall the exact description Steffen used to name it... but it looks like an excellent way to share thoughts and strategy trics -- automatically! Although, this has to be an "external" code, i'd be willing to fix one for the Sci-Fi pathways and add it to the mod pack. If, of course, some sort of guide is provided with the next version for people to tackle. We'll see. :)
