if the AIs aren't affected by the new settler/engineer rule, then they are at an advantage. C-evo would no longer be fair. Now I have to calculate how many movement points I've spent on a terrain improvement. Road is 300, irrigation is 600. The computer does not. I suggest either something to force settler action or have a beacon on the settler shine when it almost completes a terrain improvement. Otherwise, version 1.0.0 is great because it has better graphics and rules.
