On 230% size, 60% landmass, 9 ai's its war with incoming units every turn early in the game and later about 1500
I replayed a few games many times until I found the incoming roads/ways and was able to stop the enemy at some crucial points (actually its interesting how territory advantage can be played out in this game)
Usually the game is won about 1900 - 1950 but never earlier
so I really wonder about those "superdevelopments"!?
How its done
One annoing point however - I have not! figured out the rules to find the best spots for new towns - sometimes have just to use trial and error (repeating things) to get the correct tile with maximum output
