: What a devious plan! I didn't realize that only one unit is lost per turn for famine. Does that same unit count as the loss for insufficient production support, or is a militia lost also?
: You also have to add one conscript to the city to restore its population, right? That would be a cost of 30 food.
1/ Only one unit is lost for producton and food shortage, so no militia is lost
2/ If a unit is lost, no population is lost so the cost in food is only 15.
Note: that this also combines well with war in democracy (etc.): assign all units to one small city, it will be in disorder all the time, but you can go to war with as much unit as you want.
Note2: This tactic isn't very usefull in a normal game, and since it's sort of a loophole in the rules Steffen might fix it some time, but for now it seems very powerful in large empires :-)
