Still having difficulties after reading the manual...

: I've been playing c-evo for the last couple of weeks and, despite reading the manual a couple of time, still have difficulties advancing my civilization. My cities do alright, but they lag way behind in technology.

A general advice (before spoilers) is to concentrate on the first 30 minutes of the game. You might try playing up to gunpowder or steel, and then "view all" to see how well you did.

Also, c-evo has the nice feature that you can restart at any previous turn (use that horizontal gray bar above the open button). So go back and replay a few centuries after you make a mistake. This is a great way to test different strategies.

Now the spoilers.

My advice is that you want to make your first city as large as possible, as quickly as possible. As strannik suggests, the order of research should be considered to build granaries and aqueducts quickly. Don't build any settlers early on. Use your free settler to irrigate and build roads around your capital instead of starting a city.
