Set tax rate to 100% and (rush-)build granaries, aqueducts, (optionally) marketplaces and (in size 12 cities) settlers.
Don't build may military units!
After having grown much larger than the other empires, switch to another goverment (republic?!)
(Start attacking when technological superior again)
