Territory belongs to the closest city, assuming it is 4.5 movement or less away from it.
Road/railroad/river does not affect this; only treaties (can't be set in the map edit, and 'difficult' terrain:
Territory does not expand beyond coastal, mountain or arctic tiles.
In other words, you can do almost nothing to influence borders
