The city re-assignment of tile resources is a focus option for global values only and not really an indirect 'Settlers automation' process as you seem to imply above.
Sadly, there isn't a function which would do that - at this moment. I know Steffen had some plans for such a thing awhile ago... dunno if he still is working at this though.
