You probably didn't consider the army (defensive) bonuses

Scenario (at the end of the industial era):
You've designed a battleship, build a veteran one, and moved it to the enemy. Your capable adversary put a few fanatic infantry in its coastal cities with coastal fortress.
Your ship costs 252 and has an effective strenght of:
644*1.5(veteran)=966
His 2 infantry units cost 2*48 and have both an effective strength of:
132*3(veteran,fortified,coastal fortress)*2(fanatic)= 792
Congratialtions, you've got a crippled battleship that has done 48 production damage, and by the time it is repaired, you'll find more advanced defenders, perhaps overweight, probably elite.
Of course, battleships can destroy an unprepared or under developed coastal nation fast, but the same goes for aircraft (in the modern age), alpine units and cavalry.
