Overpowered Navy?

I have always found, from the very beginning of C-evo, to the very end, that whoever has the biggest navy wins. No if's, buts, or maybe's.

The reason is simple. After researching the early science-era techs (Steam Power, Amphibious warfare, Magnatism etc. etc.), your attack ships have powers in the 800's to the 1000's. However, if you go the land-based path (Tactics / Automobile / Steel etc. etc.), your defence land units are woefully weaker (100's to 200's), and even the attack land units cannot match the defence of any half-decent amount of defences.

Now, I know that there needs to be some form of big jump from the age of sail to the age of steam, but it doesn't mean that you can have naval units 5 times as strong of simaler era units for double the upkeep and double the cost... in C-evo strength is EVERYTHING!

If I were to make a suggestion, it would be this: Reduce the power of all naval units by 1/2 (As in the ancient era's, bombardment was never a major factor in a war), and make the Artillery ability do a maximum of 20~30% damage per turn (Which would mean a rather mediocre 5% damage per attack, or so, but with 4~5 attacks, that transfers to 25%-30% damage!) This includes the Artillery ability for land units as well, but only if they are attacking from land to sea, or vice versa (otherwise, it would be combat as normal)

Oh, and one last thing... it would also be very nice to have "City Defence" (+50% defence in city) abilities, "Air Attack" (Can attack air units, with probably a damage limit a-la the new Artillery Ability) abilities, and probably nerf Fundamentalism so that it isn't far-and-away the best dang government form in the world. I mean, seriously... infinite support in and of itself is a strong ability, and then it has No Unhappyness as well!? I wouldn't mind having my science reduced by 50% if I could mass-produce those sorts of units!

This is a great game, in desperate need of some (minor) balancing. A few tweaks would make this game much more fun. And I am not asking for a peace-nik game... I am asking for a game where the game isn't decided solely by your grasp of the naval techs, and the amount of ships you own!
