Attacking from city to water with ship?

: As far as i know ive read the whole manual so please dont accuse me of not doing so ;) : : anyways i just built a ship to repel some insane attack by the chinese. they placed some transporters next to the city it was built in but i cannot seem to attack them with this ship. : : why? : : it does not have artillery but the manual says that that would only be needed if i was attack a city or ground units. : : or can u just not attack directly from a city? : : if not im dead :P
