Bigger caravans

How about this: Have it so a city can produce more than one unit a turn, but only if one has the conscription advance, and only if units after the first unit made in a city on a given turn are all conscripts (but are at full non-conscript cost).
So, if the Huns are over the hill approaching quickly and you desperately need 4 armies generated by a city right now, you can do so, but only if your city has the production capacity to do it, only if you have conscription, and only if the second, third, and fourth unit are conscripts that used food resources.
This idea would make conscription a more useful technology for C-evo to have.
And, yes, it’s a blue-sky idea, and, yeah, I’m not really sure how having a city generate multiple units per turn significantly improves gameplay.
