Also note, that building roads on swamps, hills, forests, mountains adjacent to a city is a bad idea. Swamps should be drained, forests should be cleared asap if adjacent to a city. Mines should be built without roads if adjacent to a city. Build roads and rail only on the tiles which receive no defensive bonus or you'll rue the day the attack comes. Beware Shinkansen Express, push your defenses away from cities with forts at stategic points, cover forts with air power from cities.
