Building roads on city tiles

- Roads give only an economic benefit on a clear tile (grassland/plains/prairy/desert tiles used by a city)
- Trade is only generated when the city has at least a town hall
- Money is only generated from trade if the tax rate is above 0 (but research is often even more important)

Taken into account these restrictions, building roads is a more efficient way of increasing money than building mines and producing trade goods.

Building roads on forest, hills etc. give no direct benefit to the economy; but is a prerequisite for building railroad
